Hi Anna, I used to use an app which would allow me to access files on my Windows laptop from my phone. I can't recall the details now, but for the feature to work I think I had to enable File sharing within Windows 10. Once that was done, back in the app, I had to enter my Windows user name and password.
I don't own an iPad, so can't confirm that the same will be true for SMB File Sharing. Regards.
