Same here, I also tried to open the folder first, I then had options to drop the folder I was dragging before or after the app I was in and which was inside the other folder and when I tapped to drop it before the app and then checked it was not there. Then again this was just done for interest, I don’t see the point in creating folders inside folders.

However, when I double-tap this option, the folder lands on the desktop next to the folder I wanted to add it to. This is on an iPHone X. So I don't think the feature actually works.
