He always used to be able to do that. Now she says that the screen has to be unlocked. Yes, to open an app, you would definitely have to unlock the phone first. I can get the weather for example without unlocking the phone. But, if the request involves an app, it has to be unlocked. However, he has gone in to siri and search and use siri from locked screen is on. Just to make sure, he turned it off then back on again. It asked him for his pass code. Still the same results.
