I have used it when moving through Contacts in Phone, and in the Land of Livia game when going through all of my collected gems. I have used the 3 finger swipe up, but in 13.1, that seems to not work after the first 3 or 4 times for whatever reason. Think of the vertical scroll bar as another option for moving around, the same as transit in the real world. I have several options for getting home from my work; I can take the bus, a ride share like Uber or Lyft, ask a friend or family member to pick me up, Paratransit, or I can ask a coworker. I may do different things depending on the day and the weather. I have several options. I like having options, and not being confined to one thing.
