The adding an unknown caller to the contacts works fine. You are mislead however, when it opens the contact VoiceOver says “is editing” but in fact, it isn’t. Double tap on the First Name field and you can enter text without having to go to a different field first.
I believe the Go To Status Bar command is broken from the home screen with any Bluetooth keyboard, braille or QWERTY. It works from within a folder though. I reported that one under the 13.1 beta cycle.
