The twitter app isn’t behaving that way at all for me. It just continuously scrolls down. Make sure you have the latest Twitter app because they just updated it a day or 2 ago. One other idea is to make sure your wifi data or data signal is strong. Also try rebooting your phone. FYI, I’m running iOS 13.1.2, on an iPhone 11 and my Twitter app is up to date.
