I've eluded to this before, but I've decided to directly pose the question, 
just in case someone here has any ideas. The short question is, I'm trying to 
figure out why I can use the hotspot feature on my Nokia 6 to backup my iPhones 
to iCloud, or update the iOS version, for that matter, but I can't use the 
hotspot feature on one iPhone to backup or upgrade another iPhone.

More specifically, I have an iPhone 7 and an iPhone 8 Plus, and I have separate 
and active SIM cards for each. I tried for several days to upgrade over the air 
each of the phones to iOS 13.1.2 using either the regular personal hotspot 
feature or the instant hotspot one. And, while I could connect to the other 
phone via Wi-Fi hotspot without a problem and start the update process, either 
phone would always hang at the update requested screen, still doing so after I 
reset network settings and restarted the phones. But, when I removed the SIM 
card from one of the phones and put it in my Nokia 6 and started the update 
process, the update downloaded and installed without a problem on the phone 
from which I had removed the SIM. So I then updated my other iPhone the same 
way, but didn't need to remove its SIM card, since I had already put the other 
phone's SIM in the Nokia.

I also had the same problem when trying to backup my phones to iCloud, as I 
just got a message about a poor network connection when I connected via hotspot 
with either iPhone. However, once again, I tried the backup with my Nokia 6, 
and both iPhones backed up to iCloud just fine with that Wi-Fi hotspot.
Now, as I did with the update to iOS 13.1.1, I could have connected the phones 
to my computer and used the iPhone hotspot with my PC to update via iTunes, but 
that process took forever with each phone, and it also took a great deal of my 
high-speed data, since the full version needed to be downloaded for each phone. 
Oh, again, just as a reminder, at least for the moment, I have chosen to stick 
with AT&T and opt for a second line and use hotspot data, rather than switch to 
Spectrum to get their internet service.
