Settings, Cellular, Personal Hotspot, but the feature does need to be enabled by your carrier. Then, if memory serves, once it is enabled and then turned on by you, that is when you can also get to the feature by going to Settings and finding Personal Hotspot without having to go into the Cellular menu. Then, once turned on and all, you can search for your iPhone with other devices. To use this over Wi-Fi, of course, the Wi-Fi would need to be turned on for both devices.
