I’d venture to guess that the update is only shown/offered to those who are upgraded to 13.x and can support it. That or it just hasn’t rolled out to everyone yet. I too am still on iOS 12.4.1 and haven’t received any Overcast update. Not worried about it though since it seems that all it is for is dark mode stuff anyway.
