The navigating messages thread is a Voiceover feature. I have only made a few calls, but so far Voiceover and sounds have not gone away, either. As far as whether you should update or not that isn't even a question you should consider, at this point you should always update to any new iOS 13 release. Yes, there is always a chance Apple could introduce a major new bug and you could wait a day or so because if they did you'd hear about it almost immediately on this list, but the chances of that are fairly small and there is a much bigger likelihood existing bugs are getting fixed.
