Hello Andrew, I have not noticed any changes in any of my app notifications.
While you could definitely try the "reset all settings" options, were I you, I would simply disable/re enable the various app notifications in question and see if that solves the problem. No, you should not have to do this but, with all of the strange and seemingly inconsistent behavior many of us are experiencing in iOS 13.x, nothing surprises me, anymore.
