That is true, I have some newspaper apps that leave me alone after a while
because I do listen to their notifications but rarely open them up. When you
open them once you get your notifications back.

Before disabling and re-enabling notifications merely open the apps
sometimes by me anyway just launching them revives their notifications. But
if that fails it couldn't hurt to disable and then re-enable them again.

While you could definitely try the "reset all settings" options, were I you,
I would simply disable/re enable the various app notifications in question
and see if that solves the problem.
No, you should not have to do this but, with all of the strange and
seemingly inconsistent behavior many of us are experiencing in iOS 13.x,
nothing surprises me, anymore.
