We have defective phones or cables, then, because it's happening to wendy
and I. I don't mean to tell people they're clearly wrong, but I've also
tried it several times, with the phone powering on each time.

I have now tried it with my iPhone 5 several times. Not once has my iPhone 5
turned on when I plugged in the lightning connector except when the
connector is connected to some sort of power. The iPhone 5, like all other
iPhones, will turn on when it receives power through the port. Note: if you
plug it in right after unplugging the USB from a powered source, you can
cause the iPhone to switch on because of the residual charge in the cable
that hasn't dissipated yet. However, this should not be a factor after
several seconds.
