My iPhone 4 has been somewhat sluggish with iOS 6 as well. I'll be getting the new iPhone in a few days and am hoping that the sluggishness will go away with the newer hardware. At times VO is very responsive and at other times, it takes an additional half to full second before giving feedback or taking an action, like when I double tap a button. This seems to happen in random places and is not centralized to one area.
