Hi. I'm speculating here, but I think if you aren't using a Braille display or a second language, then that item does not appear in the rotor. At least that has been the case for me. I have used Braille displays with my iPhone before, but not currently. I've looked in the rotor setting, and Braille Table is selected, but it is dimmed since I don't have a display connected/am not using one. If I were to remove the languages that I have in my rotor, such as a secondary US English voice and the Australian voice, then Language would not appear in my rotor either. AS far as changing the display language, in iOS 13.2, go to VoiceOver/Braille/Braille tables. There is a system button where you can go in to change the system wide Braille language you want to use, such as English US.
