I do have WhatsApp installed and yes, it does say Call, WhatsApp or Call via WhatsApp, but if you double tap the “expand” thingi which comes if you swipe right you then have all your numbers listed for the contact and you can select any of them. I just tried it and selected Mobile and the entry was added to call that person on their mobile. If anything it’s just the way Voiceover reads it, but if you expand either Call or Video Call all the options are still there.
