I still have this issue on my 6S running 13.2.2., but simply doing the triple click of the home button to toggle VoiceOver off then back on fixes it.

I'm using the latest update which is 13.03 or something like that. Anyway when I end a call I lose speech and everything on my phone goes blank and it takes me forever to be able to shut down and reboot.
