I think Apple has a bug here. On my SE, I can get the shuffle on which seems connected to the Up Next button, and if I double tap on it, I can get the "reorder" options on some songs, but I have never found a repeat button. Perhaps folks could specify the phone they are using and where on the screen these buttons are appearing. For me the Shuffle on/up next is at the bottom right.
