I have a 5S that I'm using as a WiFi only device with no SIM card.
At first, it seemed to be requiring a SIM card, but after erasing it and
removing all data, I was able to set it up as a WiFi device; so much like an
iPod.
As to whether you can restore from iCloud, I don’t' know.
Might be a good Apple question.

Subject: iPhone 5, how can it be used like an iPod?

I have an iPhone 5 I want to give my student for practice with gestures. It
has been reset to factory settings. How can a person use it like an iPod, not
connected? Should the sym card be removed, or is it enough that the phone
simply isn't connected to a carrier? Can someone back up a phone to iCloud and
cloan the iPod from the backup?

Thanks
