I have a 5S that I'm using as a WiFi only device with no SIM card. At first, it seemed to be requiring a SIM card, but after erasing it and removing all data, I was able to set it up as a WiFi device; so much like an iPod. As to whether you can restore from iCloud, I don’t' know. Might be a good Apple question.
