Ann,

Generally, a SIM card is needed on a temporary basis to set up an
iPhone. The SIM card does not need to be active or functional though.
Your student will need to create an Apple ID if he does not have one
already. This will provide iCloud backup services along with other
features like Facetime and iMessage.  Apple does not clone iOS devices
in iCloud. The configuration of a backed up iPhone can be used to set
up an iPad or iPod touch for example as the data is shared among iOS
