Apple has a fast charging standard just as most Android phones do. As Malcolm pointed out, Apple uses 7.5 Watts and you definitely need to look for a wireless charger which supports Apple fast charging.
As for the phone not charging to 100% this maybe due to the new battery health feature in iOS 13. Apparently it is not as good for the battery to charge to 100% and then be on power, e.g. if you plug your phone in at 10 PM and go to sleep it will be fully charged in an hour or two and then it will be plugged n all night. In iOS Apple has introduced a feature which charges the phone to 80% and it is supposed to learn/know when you use the phone and it's supposed to then charge to 100% just before that time in the morning. I have a suspicion that maybe you have to use an alarm for that to work and that Apple uses the time when your alarm is supposed to go off. For example, if you set your alarm for 7 AM then maybe it will complete charging at 6 AM. I never use an alarm because if I'm not already awake early, I will wake up at 6:30 or 7 AM and that is good enough for me to get ready for work. Even though I have this feature turned on in Settings > Battery I have never noticed my phone charging to 80% only. I have a wireless charging pad from Mophie and if I put my phone on it at 11 PM and wake up at 2 PM it's always already at 100%, I also have an iPhone 8. But if this feature does what it is supposed to do for you ad you don't like it you can always turn it off.
