Yes, I have come across this on my series 4. Whilst it may be a software issue there are also a couple of other points to bear in mind.

Firstly if you have auto pause enabled on your workouts if the watch thinks your heart rate has dropped below what it judges to be a work out heart rate  it will auto pause the workout session, resuming once your heart rate increases.So if you are fit or have a naturally low heart rate you can find the watch pausing your walking workout (and resuming it etc).

Unfortunately the watch doesn't yet have a method for setting your own "workout" heart rate so it does get it wrong sometimes, try turning off the auto pause function. Unfortunately this also means you probably won't get the "It looks as if you are working out" auto workout start prompt.
