On some of the older phones you could save contacts to your sim card so that when you changed phones the contacts were always on your sim card,
This feature is to allow you to now load those contacts from the sim card on to your phone I haven't seen a sim card with contacts on it for a long time and less now due to sims being nano and therefore not around when this feature was more commonly used.
