I had to actually cut VoiceOver off and then back on in order to get it to work. I never had to do that before. I will try your suggestions next time though. Thanks for the tips.

After double tapping, does it say text field is editing, so you know that the double tap activated the edit field? Sometimes voice over loses focus on the edit field, even though you double tapped it. Also try swiping out of the edit field and back to it. This happens to me in an app I use and the swiping out then back solves it for me.
