I don't use windows ... so I can't provide a walk thru. However, ringtones are just mp3 files (with a special suffix..m4r) and limited length. So any of the aftermarket backup tools (e.g. IMazing for example) should have no problem backing up/extracting and/or transferring such files. Personally, I've never purchased a ringtone. I make my own with itunes (duplicate the song, trim to the right length (I don't recall the limit offhand, 90s perhaps), export it, rename it to *.m4r and then move it to phone ;>
As such, I don't worry much about backing them up *per se *... I've got the originals (but regular iphone backups preserve them anyway).
