Hi Ann,

Two mobile phones cannot use the same number but with Apple devices iphone
6 and above Wi-Fi calling can be used but one of the iphone should have the
number.
Wi-Fi calling enables the device without the number to make and receive
calls by using the same apple id and facetime.
Also this requires internet connection and can only be used at place where
you get Wi-Fi connectivity.
Yes she can use the ipod and connect with Wi-Fi.
Personally I would suggest giving your student both the device one by one
and see which one she really prefers and interested in using.
