Ann, No, two phones cannot share the same phone number. As a teacher, you would not want them to any whey. The student can be free to use the teaching iPhone without worry of changes to her phone service.
I suggest the iPhone instead of the iPod because the big benefit of the iPhone is its location based services. To use these services, someone needs a cellular connection. I would suggest you obtain a cheap pre-paid cell phone plan from a T-Mobile reseller. Some cost as low as $10 a month. It has more than enough data to learn navigation apps along with other location apps, like weather apps. She can also make real phone calls from the device and enter contacts that could be backed up into iCloud. A contact’s address could be selected for turn-by-turn guidance from her doorstep to her destination. Doing it on the cheap with a Wi-Fi only device prevents a real world training experience.
