I’ve never been on hold for more than a few minutes.
Try Emailing Apple Accessibility and letting them know that.
Maybe even include your number in hopes they would call you.
Very strange.

I called Apple Accessibility yesterday evening eastern time and stayed on hold 
for an hour with no answer. The same earlier this afternoon. I understand 
advisors may be working at home or the call center has been closed. Anyone know?
