Since this is definitely a Google/Gmail issue you might want to call Google 
Accessibility via the Be My Eyes app and ask for advice.

I've been going through the "ALL" folder and getting rid of all the mail I 
thought was deleted but never has been. Everything is in there including notes 
and they date back to 2017, which was when I set up the g mail account on my 
iPhone.
        All was going well until suddenly all the mail from the All folder 
wound up in my In box. I don't remember saying move all to the In box but that 
is the only thing I can figure out happened when I told it to move a few of the 
posts back to the in box.
        Someone told me that there is a way from the phone to tell gmail to 
delete all deleted mail from the server but I can't find it anywhere in 
settings on the actual phone. My guess that if this is even possible it must be 
done from gmail on the internet. 
In settings I see a place to turn off notes and calender which I take to mean 
notes and calaender appointments will remain on the phone but there will be no 
back up that I can access in the archive or All folder which I"m not sure means 
it will never show up anywhere in ether space. Is that a correct assumption?
I picked up a cheapphone from Consumer Cellular and left it on the original 
apple account which means if I cloud is on everything from my old phone starts 
to get transferred over. I've turned backup and the drive off because I do not 
want all that old gmail on the new phone. Same with not wanting Outlook on the 
new phone either because it too never truly deletes everything you've deleted. 
I intend to move everything over from the old phone which is still functional 
for the most part but has a different number, when the new phone gets unlocked 
in 180 days or so, I will move my T Mobile chip to the new phone and ditch the 
consumer cellular service. I would have no problem keeping it other than I have 
a free lifetime t Mobile account through a family member and I do not want to 
give that up. I would in fact recommend CC for anyone who wants to look into a 
more affordable option. I bought a new 6S for $150 which some may laugh at but 
it's more than adequate for now until I find the need to replace it with 
something with more memory. It's running 13_ and qualifies for the newest 
updates and there is no hitch with it's performance. I wil switch it over to 
Spanish and run it on wi-fi alone once I buy another  new phone somewhere down 
the line.

Any suggestions how to once and for all get mail off the server so it does not 
download to other devices? I did a google search and the only useful thing I 
found before losing patience was to go into the All folder and get rid of what 
is in there.

I hope all are hanging in there with social distancing and recovering from 
being sick or trying to prevent getting sick. I'm taking this time to clean up 
my computer and files on the phone and generally things are busy as ever due to 
the fact that communication through this technology is running smoothly.
