I had a phone do this after taking to Apple to get the battery replaced. Something else went wrong and they ended up giving me a replacement iPhone SE. I wonder if your battery has been draining rapidly and this may indicate something is very wrong with the battery? Just guessing. Time to get in touch with Apple, which I know is not always convenient, especially right now.

When Apple asks you if you want to backup though try that if that still gives you problems then go ahead and tell Apple you want to set your phone up as a new phone.
