I've had the best success when pressing the volume up button, then volume down, and then holding the power for a few seconds. It usually takes a couple of seconds and then I get a power off button. As mentioned earlier, if you want a hard reboot, hold the power button for 10 to 15 seconds and then release. It will take a little bit longer, but VoiceOver will come back. I'm doing this on an iPhone XR.
