I do not have that issue. By any chance, do you have a large font set? That can mess VoiceOver up when it comes to flicking.

For example: the voiceover dialogue. You can easily read all stuff but after the speech rate setting, flicking right you are brought back to the beginning of the dialogue. However there is much more stuff that can be set. You can only reach that by holding your finger on the screen and sweep down to the audio or speech settings and then flick or double tap again. Can this bug be confirmed? In my oppinion this is a tramendous focus bug that needs to be reported as much as possible. After having waited for 8 months now I eventually updated my phone and this is the first bug I come across that had never been mentioned before.
