As far as I am aware, they should be available to you. I have a lot of different texttones and ringtones I’ve either purchased or collected, and they are available as sound options for mail. You might have to look around on the screen as I believe they might be organized by Apple defaults and purchased/collected. I’ll try to take a look if you continue to have problems locating them.
