There is a siri item hiding in accessibility. It works better when that one is also turned on.

Hello all,
I now have a phone that’s working with some quirky little things and the screen is not all that sensitive for reasons unknown to me.I I can’t rule out human error, but will see in time. I’m wondering why Siri and voice over both do not work when the phone is locked. I don’t know where there’s a setting for What to allow on a locked screen. I have hey Siri turned off. I’ve got Siri activated by pushing on the home button on, but on allow Siri when phone is locked says it’s on but it’s dimmed out. can someone explain that to me?
