Firstly you don’t say what device you intend to fast charge.

Your charger may have an output of 15 Watts but is that 5 Volts at 3 Amps?  If 
so, your Apple device will not accept that profile.

As previously stated the three options for wired charging are:

5 Volts at 1 Amp which is 5 Watts.  This is the rating of the stock charger 
that comes with most iPhones and is the slowest charge.

Some chargers will output 12 Watts that is 5 Volts at 2.5 Amps.

This is an intermediate standard and may well be a profile supported by your 
charger, you’ll have to check its specifications.

The fastest charge is achieved by using 9 Volts at 2 Amps which is 18 Watts.

Some power packs output 5 Volts at 2 Amps which is 10 Watts.

The 18 Watts chargers will use USB C connectors and you’ll need a USB C to 
Lightning cable to charge your iPhone.

Check the specifications of your charger, my gut feeling is that it will charge 
at the intermediate rate of 10 or 12 Watts.  Faster than Apple’s stock charger 
but not the fastest rate possible.
