The new SE uses the same reboot system as the X and 11 phones. Press and release volume up, then press and release volume down, then hold in the power button for 6 to 10 seconds and it will reboot. You want to do the volume buttons fairly quickly and then hold in the power button.
As for the second question, I've not had that issue at all. I just tested it and after Siri makes the call, the keypad is active for me. You might check for a tiny icon in the upper left that says call in progress or something like that and double tap it. Or, perhaps a call to Apple Accessibility?
