I didn't find use Siri with home button. I'll keep looking. I have the new SE phone. Lets try this to see if it works. Go into Siri and turn it off. If you have a phone with a home button you'll turn it off where it says use Siri with home button. If you don't have home button it will say Siri with side button. After you turn that off, go into general and keyboards and turn off dictation. Wait about a minute or so and go through the same steps to turn them both back on. Hopefully this will fix the issue you're having.
