Keith,
It only chimes if you have it set to the quarter hours.  The developer has 
heard the requests to have the ability to just have it chime on the hour and 
plans to add that feature, but he said that may take a few weeks.
It will certainly chime in the background and while the device is locked if you 
have the sounds set to on in the Notification center.  It does not have to be 
in the foreground to work.
If you set the do not disturb to a schedule to not interrupt at night, it will 
stop chiming according to that schedule.
 
For $0.99, I think it is a fine app, and the developer has been very responsive 
to questions and suggestions.

Ok since I see that it is actually a professional recording I have decided to 
try it. I have been wanting an actual clock with chimes for a while now.

A couple of questions about the app though. I assume that you have to have it 
launched in order for it to chime? I also am wondering if it works while 
backgrounded. I ask because after I installed and launch I was expecting it to 
chime on the hour while it was backgrounded and it didn't. Am waiting to see 
what happens on the half hour. I will admit that after not chiming the hour I 
turned on the 15 minute chime and it went off at the quarter hour as expected.

Westminster Chimes is an electronic imitation of the Big Ben chimes.
The Big Ben app, and it is just called Big Ben, is a professional recording of 
Big Ben itself.
I just heard back from the developer to confirm he did a professional recording 
and the YouTube sample is not of his app, but thanks to Cawal's comment about a 
YouTube sample, the creator of the app is going to put up his own sample.

I listened to the demonstration of the App on You tube and was rather 
disappointed with the sounds as I know what Big Ben sounds like as I've stood 
in Parliament Square often enough to know how it really sounds.  If it sounded 
like the real thing, I might have considered it.

You cannot set it to not chime at certain periods, but if you go into the 
notification center, you can turn off sounds so it goes quiet.
