It's in the Face ID and Passcodes item in Settings. You can toggle "Require attention for face ID" on or off. Note as stated before, it's turned off by default when you enable Voice Over. I know this has been said before as well, but when you go into Settings -> Face ID and Passcode, it explains that this setting gives you an added level of security because it checks to see if you're looking at the phone before unlocking it. Like I said in a previous message, this keeps someone from waving the phone in front of your face when you're napping to unlock your phone.
I also noticed that in Face ID and Passcode you can also set up an alternative appearance.
