I don't know who started it, I especially these days don't have th etime to bother with such nonsens, but I do know from a beta list I am on that somebody installed this and they ended up having to send their Apple Watch to Apple to get it fixed because it was basically bricked. That person or somebody else, I think name was Maurice, posted a number of messages arguing very passionately that this was just wrong despite the warning. Personally I have no problem with it, any beta may include warnings whether they apply to blind people, somebody with a different disability or even to the general sighted public which may warn about certain issues and in my opinion this has nothing to do whatsoever with Apple's or any other company's commitment towards accessibility. Some things are just not safe to do and I believe in this case that did not even apply to the apple Watch beta in general but just to this particular release and it is entirely possible that in a week or two when the next beta comes out this is a non-issue.
