Joshua, That weird tapping thing you referenced after your upgrade to iOS 13.x is called haptic feedback. I was also a bit surprised by it when I first upgraded to iOS 13 but I'd suggest you leave it on and try it out for a while. I expect it is helpful to those who also have a hearing impairment. You can change the intensity level of the haptic feedback at Settings, Accessibility, Voiceover, Audio, Sounds and haptics. There is a Haptics heading on this screen and just below it is a button to turn it on or off. Just below that is a control to set the intensity level. You can single finger swipe up or down this control to change the intensity in multiple degrees or you can single finger tap and hold the control and slide left or right to change the intensity granularity with more precision.
