As Klyph said, you need to use iTunes or Garage Band. I personally find iTunes a bit easier. Connect your phone to the computer with the cable. Open iTunes. Select your phone. Tab to the treeview that may or may not read well at first. Press t until you hear Tones. Tab to the list of tones. Then, on the computer, navigate to the tones and I recommend doing one at a time. Copy the m4r file with control+c and alt-tab back to iTunes and press control+v You should hear a tone that confirms it was copied. Repeat for all the tones you want to add. Then, you should find them in the Sound settings.
