If you mean that you would like to have the Voice Memo app on your home screen then all you have to do is find where it currently is either on another home screen or in a folder, swipe down on the app to enable editing, then swipe down to drag and finally go to where on your home screen you want it. You then swipe down again until you hear "Drop Voice Memos before app name" and by app name I mean it would say whatever app on your home screen you are on. You can either drop Voice Memos before said app or after. You can't create a shortcut in iOS like you can in Windows 10, all you can do is move the app to where you want it.
