You then swipe down again until you hear "Drop Voice Memos before app name" and by app name I mean it would say whatever app on your home screen you are on. You can either drop Voice Memos before said app or after. You can't create a shortcut in iOS like you can in Windows 10, all you can do is move the app to where you want it.
