I understand; we'll do whatever we have to do. The phone rings and other
sounds work but no speech.

I think your only options are to turn VoiceOver on using iTunes or to have a
sighted person go into Settings/General/Accessibility/VoiceOver and turn it
on there. Sorry I don't have better news.
