Shish! I had the same problem this morning; I called the Duluth (Minnesota) Lighthouse Center for Vision Loss and asked one of the techies what I should do.

Aaron instructed me to do the "3 finger tap" three times to re-activate speech. so I tried the "Home key 3 times" to enable Siri and that didn't help neither. But I could swear that I was certain Siri was running I did the "3 finger tap" twice and that re-activated speech.

And, you know, I still don't know what in heck I did in the first place to turn speech off in the first place!

Hi Paul,

I think your only options are to turn VoiceOver on using iTunes or to have a
sighted person go into Settings/General/Accessibility/VoiceOver and turn it
on there. Sorry I don't have better news.
