Hello. I think what Adam is talking about and Richard is referring to is the Face ID and Attention screen. This is found in Settings, Accessibility, and look under the Physical and Motor heading. There will be a Face ID and Attention button in this section. This screen has the specific setting Richard referred to, as well as a couple of other setting which may fit the bill. One called Attention Aware Features. According to the description, the iPhone will check for attention before dimming the display, expanding notifications when locked, or lowering the volume of alerts. There is also a Haptics section on this screen. This relates to but doesn't have anything to do with attention.
