When I check my status bar battery level when using my second generation Apple Airpods, I get the same message as you saying Bluetooth headphones connected battery charge 0%. When I check the battery widget on the Today view, I am given the charge level of my iPhone, my Airpods case, and the right and left Airpod. I have no clue why the status bar Bluetooth battery level always states 0%.
