I know it is meant to auto-shutdown when power is low; but yes, I've had an old iPhone go as low as 7%, I put it on charge then, never left one long enough to see how low it would go. But it needs to retain some charge to hold settings, though it doesn't need a lot, it has to make a decision at some point.
