I suspect it is not VO. If that were the case it seems the problem would affect other apps such as iBooks etc. There is always a possibility that 10 pages of notes may be pushing some limit. Seems there is more investigation required. Of course I'm not sure the Notes app was ever intended to handle that much text. :)
